Cited overview

Regulation (EU) 2023/1230 recital 12 says the regulation should cover the safety risks stemming from new digital technologies. Recital 55 limits extra third-party assessment of safety-function software to systems with a fully or partially self-evolving behaviour using machine learning approaches ensuring safety functions, and not to software incapable of learning or evolving. Annex III AI delegated acts shall apply by 2 August 2028. The AI Act Service Desk lists the regulation as Annex I Section B item 21.

ISO 10218-1:2025 addresses industrial robots as partly completed machinery. The catalog is not applicable to military (defence), airborne and space robots or medical robots. IEC 61508-1:2010 remains the basic safety publication for E/E/PE safety functions. See Industrial machinery AI.

Frameworks

  • IEC 61508

Basic safety publication for electrical, electronic and programmable electronic systems that carry out safety functions. Facilitates sector standards; does not by itself confer an AI-specific SIL.

    Tools tagged IEC 61508

  • Machinery Regulation 2023/1230

Union machinery product-safety regulation that covers safety risks from digital technologies, including machine-learning software that ensures safety functions. Also listed in AI Act Annex I Section B.

    Tools tagged Machinery Regulation 2023/1230

  • ISO 10218

Safety requirements for industrial robots treated as partly completed machinery, before integration under ISO 10218-2. Explicitly not applicable to medical, military, airborne or service robots.

  • Ansys SCADE Suite vs Rapita RVS

Both cited pages are commercial airborne-software tools, not neural-network verifiers. SCADE names a KCG C/Ada generator qualified to DO-178C/DO-330 TQL-1. RVS names requirements-based testing, MC/DC, WCET and DO-178C qualification kits.

Questions

Does the Machinery Regulation apply to every industrial software tool?

Recital 55 limits the extra third-party assessment of safety-function software to machine-learning systems that ensure safety functions, not to non-learning fixed automation. ISO 10218-1 is not applicable to medical, military or airborne robots on the ISO catalog page.

Does IEC 61508 certification of a code generator mean the AI model is SIL-rated?

No official IEC page we cite says that. A vendor page may name SIL 3 for a qualified code generator. That is not a SIL for a trained model.
