Defense and national security

Defense programs and defense-industrial-base contractors using AI. Sources last checked 15 October 2026.

Cited overview

The US Department of Defense adopted five AI ethical principles in February 2020 (Responsible, Equitable, Traceable, Reliable, Governable). The CDAO AIA Toolkit (released as the RAI Toolkit) is a voluntary self-assessment, not a CMMC clause. When an AI system processes, stores or transmits CUI, 32 CFR Part 170 still applies as an information-system program. We found no DFARS or FAR clause titled Artificial Intelligence or Super Intelligence; what primes actually flow down is collected in supplier flow-down clauses for SI/AI in defense contracts.

UK MOD published JSP 936 Part 1 on 13 November 2024 as the principal policy framework governing the safe and responsible adoption of AI in MOD. NATO Allies endorsed six Principles of Responsible Use that do not supersede national obligations. See JSP 936 vs DoD Responsible AI and the revised NATO AI Strategy. Buyer-intent pages: DoD 3000.09 compliance checklist, CMMC and AI tools handling CUI, ISO 42001 vs NIST AI RMF for defense contractors, and choosing AI red-teaming tools.

Service-level pages that actually name acquisition are collected in Army, Navy and Air Force AI policies that name acquisition. Canada’s live title is The Department of National Defence and Canadian Armed Forces Artificial Intelligence Strategy; see the DND/CAF write-up. It is a national Allied strategy, not a CMMC analogue. Australia’s live Defence page publishes Policy Settings for Responsible Use of AI in Defence (write-up). Japan’s July 2024 防衛省AI活用推進基本方針 and ATLA’s later R&D guideline are collected in Japan MOD AI utilization policy.

Questions

Is JSP 936 a US DoD requirement?

No. JSP 936 is UK Ministry of Defence direction. DoD Responsible AI is a separate US set of principles plus a voluntary toolkit.

Does CMMC have an AI level?

No source we cite says that. CMMC levels are information-system levels that apply when a system processes, stores or transmits CUI or FCI.

Does Executive Order 14434 rename CMMC or DoD Responsible AI?

No. The Order directs the executive branch, to the maximum extent permitted by law, to use Super Intelligence (SI) — formerly called AI — in new non-statutory documents. Section 2(b) does not require alteration of previously issued regulations, Presidential actions, contracts, grants, or other historical documents. Official names such as DoD Responsible AI stay as published.

Do Army, Navy or DAF AI strategies replace DoD Responsible AI?

No page we cite says that. They are Military Department documents that still use the published name Artificial Intelligence. DoD Responsible AI remains the department-level voluntary toolkit and principles set.

Do Australia’s Policy Settings or Japan’s MOD AI policy replace DoD Responsible AI or NATO PRUAI?

No page we cite says that. They are national Defence documents that still use the published name Artificial Intelligence. NATO’s Principles of Responsible Use do not supersede national obligations.

Is there a DFARS clause titled Artificial Intelligence or Super Intelligence?

We searched live DFARS Part 252 text and did not find a clause titled that way. What primes actually flow down, on the pages we cite, are safeguarding clauses such as 252.204-7012, 252.204-7020, 252.204-7021 and FAR 52.204-21. Executive Order 14434 does not require alteration of previously issued contracts.
