DoD RAI Toolkit vs NIST AI RMF: what each one is for

Teams on DoD work often ask whether the Responsible AI Toolkit replaces the NIST AI Risk Management Framework. The official pages treat them as related, not interchangeable.

What the NIST AI RMF is

NIST released AI RMF 1.0 for voluntary use. NIST describes it as voluntary, rights-preserving, non-sector specific, and use-case agnostic.

The Core is composed of four functions: Govern, Map, Measure and Manage. NIST is explicit that the actions do not constitute a checklist, nor are they necessarily an ordered set of steps.

In short: a sector-agnostic way to organize AI risk work. It is not a DoD contract clause and not an aviation certification method.

What the DoD RAI Toolkit is

The Department adopted five ethical principles for the use of AI in February 2020: Responsible, Equitable, Traceable, Reliable and Governable.

The Chief Digital and Artificial Intelligence Office publicly released the RAI Toolkit on 14 November 2023. It provides a voluntary process that identifies, tracks, and improves alignment of AI projects to RAI best practices and the DoD AI Ethical Principles.

The live Tradewinds page now titles it the AIA Toolkit: a self-evaluation resource that helps teams assess their AI projects at any stage of development, ensuring alignment with DoW AI Ethical Principles. It supports Program Managers, AI Developers, Acquisition Teams, Legal/Compliance, and End Users and is accessible in both IL2 and IL5 environments. The older RAI Toolkit URL still resolves. Status as of 14 October 2026: those IL2/IL5 and audience sentences are unchanged; the 2023 Tradewinds copy used a minimum-viable-product label that the live AIA page still does not.

The official relationship

The Department’s release says the toolkit is built upon the DIU Responsible AI Guidelines and Worksheets, the NIST AI Risk Management Framework and Toolkit, and the IEEE 7000 standard, among other sources.

That is the sourced link. We have not found a published, clause-by-clause crosswalk from the five DoD principles to the four NIST functions, so this page does not invent one.

The same release says the toolkit offers guidance and an RAI standard to current and future DoD industry partners. Check the toolkit and the contract for what that means on a specific program.

What neither one is

Neither document is an airborne safety-assurance method. For that, see the FAA roadmap and the EASA concept paper. Neither one is CMMC. Handling CUI is a 32 CFR Part 170 and NIST SP 800-171 question.

Analysis, not sourced fact: a workable pattern on a defense program is to use the RAI Toolkit as the DoD-facing self-assessment and keep the NIST functions as the vocabulary for risk inventory, measurement and monitoring. That reading follows from the “built upon” sentence; it is not a requirement we found in either document.

The directory lists the CDAO AIA Toolkit as a government-published resource. For the generative-AI companion to the RMF, see NIST AI 600-1 for defense contractors. For what CDAO and NIST actually say about red-teaming, see AI red-teaming requirements for defense programs. For the UK MOD directive next to these US documents, see UK MOD JSP 936 vs DoD Responsible AI.
