Army, Navy and Air Force AI policies that name acquisition
Informational only, not professional or legal advice. Facts are linked to the source we checked; statuses can change after the date above.
DoD-wide Responsible AI pages do not replace Military Department documents. This page records the live titles of three service-level instruments that actually mention acquisition, industry partners, or contracting pathways. Official Army, Navy and Department of the Air Force (DAF) pages still say Artificial Intelligence and AI. This article uses those names. Super Intelligence (SI) is this site’s own-voice term for current U.S. executive-branch policy; it does not rewrite these service titles. For the department-level T&E primer, see CDAO test and evaluation of Artificial Intelligence models.
Army — Project Linchpin, ASA(ALT), SBIR and xTech
The Army’s 2 October 2024 AL&T article is the live public page that ties Project Linchpin to acquisition offices. It says the Army Small Business Innovation Research (SBIR) and xTech Programs are led by the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology. PM IS&A falls under Program Executive Office Intelligence, Electronic Warfare and Sensors (PEO IEW&S) and focuses on AI delivery via Project Linchpin.
Col. Chris Anderson, quoted there, says Project Linchpin is building an operational pipeline of trusted AI solutions, aligning with the Army’s broader AI implementation. The same article says Project Linchpin focuses on the infrastructure, standards, governance and processes behind AI adoption, and that through the Army SBIR and xTech Programs, Project Linchpin serves as a cornerstone for the Army’s efforts to harness AI at scale.
A 30 August 2023 PEO IEW&S briefing approved for public release states the acquisition objective: creating an ecosystem of industry partners to support Defense / Army problems. At that date the mission was still described as a pre-program activity to define technical and acquisition approaches for a future Program Management Office.
A later PEO IEW&S briefing hosted by CSIAC, still marked unclassified, titles Project Linchpin Army’s first AI focused program of record. Program status on that slide is that it entered the Adaptive Acquisition Framework’s Software Pathway (AAF SWP) Planning Phase on 01 November 2023. The mission line includes a rapid multi-contracting strategy. We show both dates rather than collapsing them.
We searched those Army pages for a sentence that makes completing the AIA Toolkit a Linchpin contract clause. We did not find one. See DoD Responsible AI.
Navy — Strategy to Weaponize Data and Artificial Intelligence
The Department of the Navy Chief Information Officer published Acting Secretary of the Navy Signs Strategy to Weaponize Data and Artificial Intelligence on 14 July 2026. The strategy is titled Strategy to Weaponize Data and Artificial Intelligence. DON CIO says it was signed by Acting Secretary of the Navy Hung Cao, is effective immediately, and is the Department’s roadmap for building a data-ready, AI-enabled force.
The strategy page calls it our blueprint for becoming an “AI-first” maritime force. It says the six goals and supporting objectives advance the Department of War Artificial Intelligence Strategy. The Office of the DON CIO, led by the Chief Data and AI Officer (CDAO), will work with the data and AI senior leaders of the Navy and Marine Corps.
The announcement lists six goals, including streamlines data and AI governance by modernizing organizational processes to accelerate change and push risk determinations to the lowest level and strengthens partnership and collaboration by leveraging industry, academia, federal stakeholders, and Allies and partner relationships to accelerate delivery of industry leading data and AI solutions.
Those sentences name industry partners. They do not publish a DFARS clause, a CMMC overlay, or a product-certification method. We did not find a Navy page on this source list that retitles the strategy as Super Intelligence.
Air Force — Department of the Air Force Artificial Intelligence Strategy
Air Force News Service reported on 22 April 2026 that the Office of the Chief Data and Artificial Intelligence Officer announced, April 20, the public release of the DAF Data and AI Strategies. The AI document on af.mil is the Department of the Air Force Artificial Intelligence Strategy, marked cleared for open publication ▪ April 17, 2026.
AFNS quotes Secretary of the Air Force Troy Meink from the strategy foreword: the focus is not on developing AI for its own sake, but on rapidly delivering tangible, combat-ready capabilities that solve real-world operational problems.
The PDF’s acquisition sentences are the ones a supplier can actually check. The DAF CDAO, through the Data and AI governance structure, will capture enterprise AI requirements and shepherd them through the budgeting and acquisition processes. The DAF CDAO, Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics (SAF/AQ), and Assistant Secretary of the Air Force for Space Acquisition and Integration (SAF/SQ) will provide acquisition expertise. On industry: the DAF will prioritize the adoption of proven commercial-off-the-shelf (COTS) and dual-use technologies where they meet mission needs, and SAF/AQ and SAF/SQ, in cooperation with the DAF Chief Data and AI Office (CDAO), will leverage acquisition pathways for AI capabilities. The DAF CISO will establish cybersecurity requirements for AI systems and capabilities, including supply chain assessments and vendor risk management protocols.
On T&E, the same PDF says the goal is to create sufficient evidence for a rapid fielding decision, not an exhaustive checklist that delays deployment. That is DAF strategy language. It is not a substitute for the CDAO Model T&E framework, which does not provide binding policy.
What these documents are not
They are Military Department strategies and an Army program-of-record briefing, not a single joint acquisition regulation. None of the pages above:
- assigns a CMMC Program level to an AI model;
- replaces DoD Directive 3000.09 for weapon systems;
- or rewrites NATO’s Principles of Responsible Use.
Analysis, not sourced fact: a supplier supporting more than one service still has three named service documents plus DoD RAI. The sourced difference that matters first is who each page actually addresses — ASA(ALT) and PEO IEW&S for Linchpin, DON CDAO for the Navy strategy, DAF CDAO with SAF/AQ and SAF/SQ for Air Force and Space Force acquisition pathways.
Questions
Did we find a single Army AI Strategy PDF comparable to the DAF document?
Not on the source list above. What the Army pages we cite actually name for acquisition are Project Linchpin, ASA(ALT), Army SBIR and xTech, and the later program of record / AAF Software Pathway status. We do not invent a missing Army strategy title.
Do these service pages use Super Intelligence?
No. The live titles are Project Linchpin, Strategy to Weaponize Data and Artificial Intelligence, and Department of the Air Force Artificial Intelligence Strategy.
