IEC 61511 SIS life-cycle questions for AI in process plants

The IEC catalog says IEC 61511-1:2016 gives requirements for the specification, design, installation, operation and maintenance of a safety instrumented system. The consolidated IEC 61511-1:2016+AMD1:2017 CSV combines the 2016 second edition with its 2017 amendment 1 and the September 2016 corrigendum. It is described as a process sector implementation of IEC 61508. The catalog pages do not describe what the amendment changed or list exclusions, so we do not.

Editorial judgment — questions to put to a vendor whose AI tool sits near a SIS:

  1. Is the AI function inside the SIS, in the basic process control system, or an offline advisory? The catalog pages do not define that boundary for AI.
  2. Which life-cycle phase does the vendor evidence support: specification, design, installation, operation or maintenance?
  3. Does the vendor page name IEC 61511 itself? HIMA HIMax names IEC 61511 up to SIL 3. Rockwell AADvance names IEC 61511-1. A SIL on a logic solver is not a SIL on an AI model.
