FAA and EASA AI certification timelines compared
Informational only, not professional or legal advice. Facts are linked to the source we checked; statuses can change after the date above.
This page is a date comparison plus a publication-status table for the FAA, EASA, SAE G-34 / EUROCAE WG-114, RTCA and EU documents that those dates sit on. It is not a second walk through FAA principles (roadmap explainer) or EASA levels (Issue 2 / proposed Issue 03). FAA and EASA pages still say Artificial Intelligence and AI. This article uses those names. Super Intelligence (SI) is this site’s own-voice term for current U.S. executive-branch policy; it does not rewrite FAA or EASA titles.

What EASA Roadmap 2.0 scheduled in 2023
Roadmap 2.0 is explicit that industry Level 1 assistance is foreseen for 2025 in this document; however, it could even happen earlier. Human-AI teaming toward eMCO/SPO or ATM virtual co-controllers is currently foreseen to happen around 2035; however, this is not a formal target but rather a prediction. Advanced automation (Level 3A/3B) will likely take place in a progressive way between 2035 and 2050.
Its deliverable line is: first usable guidance for Level 1 AI/ML … in 2021, guidance on Level 2 … in 2023, Guidance on Level 3 (advanced automation) will be produced for consultation in 2025, and finalisation of the EASA AI/ML policy by 2028. Issue 2 landed as published guidance for Levels 1 and 2. Proposed Issue 03 and RMT.0742 are the live follow-on; they are not a 2025 Level 3 regulation.
What RMT.0742 is for
The ToR objectives are ensuring Artificial Intelligence (AI) trustworthiness for its safe use in aviation in response to the EU AI Act Chapter III Section; enable the deployment of AI in the specific aviation domains identified in the EU AI Act Article 108; and other affected domains e.g., but not limited to, aerodromes. Work is based on EASA Concept Paper ‘Guidance for Level 1&2 machine learning applications’ Issue 02.
NPA 2025-07 proposes a new set of detailed specifications on artificial intelligence (AI) trustworthiness in response to Regulation (EU) 2024/1689 (the Artificial Intelligence Act) Chapter III, Section 2. The 10 November 2025 news says consultation was open for public consultation for 3 months and that a second NPA in 2026 will deploy this generic framework to the regulations of the relevant aviation domains. That second NPA is not, on the pages we cite, an adopted rule.
What the FAA table still leaves open
The FAA roadmap is a living document the FAA plans to update periodically. Its milestone table still lists CPPs for 1Q2026 after several project specific issue papers, and ACs plus the SAE G-34 standard as TBD. The 30 June 2026 Small Airplane Issues List is the dated applicant instruction we still cite: coordinate and expect an issue paper. We do not infer that 1Q2026 CPPs were or were not issued beyond those pages.
Who publishes what, and what is still draft
Aviation AI assurance is spread across several bodies whose documents have different legal weight. Statuses below are from the primary source on 14 October 2026.
| Body | Document | What it is | Status in source |
|---|---|---|---|
| FAA | Roadmap for AI Safety Assurance, Version I | Principles and priorities | Published; FAA plans periodic updates |
| FAA | AC 20-115D | Acceptable (non-mandatory) means for software assurance via DO-178C and related documents | Active, issued 2017-07-21. Not AI-specific |
| RTCA / EUROCAE | DO-178C / ED-12C | Airborne software assurance standard | Published 2011 |
| EASA | AI Concept Paper Issue 02 | Preliminary guidance for Level 1 and 2 ML applications | Published 6 March 2024; not final detailed guidance |
| SAE G-34 | AIR6988 | Statement of concerns (information report) | Issued 30 April 2021 |
| SAE G-34 | AIR6987 | Taxonomy (information report) | Issued 12 December 2024 |
| EUROCAE WG-114 / SAE G-34 | ED-324 / ARP6983 | Development and assurance considerations for ML | Listed as Draft, target 31/12/2026 |
| EU | AI Act as amended | Horizontal regulation | In force; high-risk dates 2 Dec 2027 and 2 Aug 2028 |
No aviation authority has yet published final, ML-specific means of compliance in the documents we checked. The FAA roadmap is principles, the EASA paper is preliminary guidance, and ED-324 is listed as a draft. That is our reading of the status column; the sources do not say it in one sentence.
ED-324 / ARP6983 is the document to watch. An EASA-hosted presentation says EASA is considering it as an anticipated AMC and that discussions with the FAA and other regulators continue. The same presentation records the scope of Issue 1 as Non-adaptive ML in supervised mode, up to IDAL C / AL 3 / SWAL 2. Existing standards remain the base: the FAA roadmap says it supports applying, and possibly extending, DO-178C, DO-330 and related standards.
Statuses change. Check the EUROCAE WG-114 page for ED-324 and the FAA roadmap page for new versions. For the tool-qualification question those documents leave open, see How to map an AI model to DO-178C / DO-330 tool qualification.
Questions
Has either authority published a general airborne-AI advisory circular?
The FAA table lists Advisory Circular(s) as TBD. EASA’s live rulemaking artifact is NPA 2025-07, a proposal. Issue 2 remains guidance.
Does Roadmap 2.0’s 2028 “AI/ML policy” date replace NPA 2025-07?
No. Roadmap 2.0 foresees the finalisation of the EASA AI/ML policy by 2028. NPA 2025-07 is the first step of RMT.0742. Keep those statuses separate.
