Executive Order 14434: Super Intelligence (SI) terminology for aerospace and defense teams
Informational only, not professional or legal advice. Facts are linked to the source we checked; statuses can change after the date above.
Executive Order 14434 (White House PDF), titled Inaugurating the Era of Super Intelligence (signed 29 September 2026; published in the Federal Register on 2 October 2026 as document 2026-20321, 91 FR 63129), is a U.S. executive-branch terminology policy. It is not a type-certification standard, a CMMC clause, or a substitute for a statute. This article quotes what the Order and the White House fact sheet say about Super Intelligence (SI) — formerly called artificial intelligence (AI) in the same executive-branch settings — and what they leave unchanged.
Status as of 15 October 2026: the Federal Register still publishes Inaugurating the Era of Super Intelligence as Executive Order 14434 of September 29, 2026 (document 2026-20321). The White House page still publishes the same Order. Section 2(b) is still the non-alteration sentence quoted under What does not change. 15 U.S.C. § 9401(3) is still the statutory definition the Order cites.
What the Order says it is
Section 1 states that it is the policy of the Administration that, to the maximum extent permitted by law, the executive branch shall use the terms “Super Intelligence” and “SI” in place of “Artificial Intelligence” and “AI” and will not acknowledge the usage of “Artificial Intelligence” and “AI” in any applicable setting.
The fact sheet restates that the President signed an Executive Order to replace the term “Artificial Intelligence” (“AI”) with “Super Intelligence” (“SI”) in the executive branch.
What changes for new federal documents
Section 2(a) says that, to the maximum extent permitted by law, agencies shall use Super Intelligence and SI in official correspondence, public communications, websites, reports, policy documents, and other non-statutory documents within the executive branch.
The fact sheet lists the same classes: official correspondence, public communications, policy documents, and non-statutory documents. NASA, the FAA, the Department of Defense and the U.S. Space Force are executive-branch agencies. New pages in those classes are in the Order’s implementation sentence. Official NASA Software Engineering Handbook topic titles remain Artificial Intelligence And Software Engineering / Assurance; see Space systems and AI assurance (NASA/ESA/Space Force official guidance). Live Confluence chrome may display Super Intelligence. We found no NASA sentence that names this Order. Official titles of cited documents stay as published.
What does not change
Section 2(b) states, in those words, Nothing in this section requires the alteration of previously issued regulations, Presidential actions, contracts, grants, or other historical documents.
Statutes are outside that rewrite. For purposes of the Order, “Super Intelligence” and “SI” mean the technologies and systems encompassed by the term “artificial intelligence” as defined in section 9401(3) of title 15, United States Code. That definition shall govern the implementation of this order unless and until superseded by subsequent Presidential action consistent with applicable law or by an Act of Congress.
15 U.S.C. § 9401(3) still defines “artificial intelligence” as a machine-based system that can, for a given set of human-defined objectives, make predictions, recommendations or decisions influencing real or virtual environments. The Order does not reprint a new statutory definition. Section 3(b) instead directs the Assistant to the President for Science and Technology, within 60 days of the date of this order, to submit to the President proposed legislative language to establish a Federal definition. The fact sheet restates that the APST is to propose a Federal definition of “Super Intelligence” and “SI”. That is a proposal task, not an enacted statute.
Section 4(c) says the Order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity.
Non-federal names stay as published
The Order’s implementation sentence applies to the executive branch and non-statutory documents within the executive branch. We found no sentence in the Order or the fact sheet that directs EASA, ESA, ISO, RTCA, SAE, UK MOD or NATO to rename their published instruments. This site keeps those official names — including the FAA Roadmap for Artificial Intelligence Safety Assurance, DoD Responsible AI, NIST AI RMF, and the EU AI Act — exactly as those publishers printed them.
Previously issued U.S. instruments we cite, such as 32 CFR Part 170 (CMMC), DoD Directive 3000.09, and FAA advisory circulars that still say AI, sit in the previously issued regulations or historical documents class that Section 2(b) does not require agencies to alter.
Questions
Does EO 14434 rename FAA advisory circulars or the FAA AI Roadmap?
Section 2(b) says nothing in Section 2 requires the alteration of previously issued regulations or other historical documents. The published titles we cite stay as printed.
Does it change CMMC, 32 CFR Part 170, or existing contracts?
Section 2(b) lists previously issued regulations and contracts among the instruments that the section does not require to be altered. We found no CMMC clause in the Order.
Must EASA, ISO or other non-U.S. standards say Super Intelligence?
The Order’s implementation sentence is limited to the executive branch. We found no sentence that rewrites non-federal standards.
Is EO 14434 an aviation or space certification standard?
No sentence we found in the Order or the fact sheet calls it a type-certification standard or an acceptable means of compliance.
What does Super Intelligence mean today?
Until a later Presidential action or an Act of Congress supersedes it, Section 3(a) says Super Intelligence and SI mean the technologies and systems encompassed by the term “artificial intelligence” as defined in section 9401(3) of title 15.
